What it is is a holdover from the 60's and early 70's. First with the
Dixiecrats reaction to Johnson's Civil Rights initiatives, then with
Nixon's Southern Strategy which managed to incorporate the Dixiecrats ethos
into the party. There is not the degree of discouragement of such
expressions as there would be with the Democratic Party.

The person who did it is still a part of the Loudoun Country GOP
leadership. They should have been turfed from the party and the GOP should
have denounced it in the strongest of terms. Instead they got a mild slap
on the wrist and from what I understand he's still doing such
