I've pondered this and it might be true, we might just have a limited data
set. On the other hand, look at the time period when Clinton was in office.
Remember the Vince Foster freak out? It got to the point where Bill and
Hillary were accused of having a friend killed. GWB had to deal with some
crap (see the freak out about his National Guard service) but it doesn't
seem, to me, to rise to the level of what Clinton or Obama did.

It might just be that GWB was something of a lull in the increasing
polarization/attack nature of Presidential politics.  I guess we'll see in
the next couple years.
