Only for the Sunnis. The original aim was to form a new state comprised of the Sunni majority areas of Iraq. That has now expanded to include the Sunni majority areas of Syrian, with future claims on large chunks of the middle east, including Israel. I'm pretty sure it would not be local self-determination there.
