Lots of groups claiming control.  I suppose they could loosely be
described a governments.  Kinda ephemeral though.

Arab Higher Committee, the central political organ of the Arab
community of Mandatory Palestine. It was established on 25 April 1936
and sidestepped by the All-Palestine Government in 1948.
