Correct me if I'm wrong, but Hamas is not part of the PA. I think. The PA controls the West Bank and is the "voice" of the Occupied Territories of Palestine. Hamas is the elected government of Gaza, but they are a designated terror organization by the US (and other countries) so we have no direct contact with them. Because of the fact that the West Bank and Gaza are not really contiguous, the PA has no semblance of control of Gaza and Hamas. Yet we have to include the PA as part of the negotiations because they are our preferred partners in the region.
I think that is right, but this is totally an area where I can be missing a fair bit of nuance.
