Exist, are being used to kidnap and kill Israeli citizens, etc. In other words, an active threat. Most of the Israeli dead in this war are the results of tunnel use. Probably one of the things Israel would want addressed in any deal. But I don't know the full reasons for them rejecting this one. "raising Hamas up to a equal negotiating level" is a cop-out answer.
BTW, Hamas won no matter what. Closing down an international airport is a major win for them. Expect to see more airport attacks across the world now that we all see how effective a weapon it is.
