The charges against Palmer were dropped and the charges against Rice were upgraded to aggravated assault six weeks later after the case was presented to a grand jury.""
So after another review, the charges were escalated on rice and dropped on palmer. Changes my view somewhat, but not entirely. My view is: Rice used too much force No evidence so far to conclude that this is/was an abusive relationship, or that either of them are serial abusers. His wife was an aggressor initially based on the footage outside the elevator.
