I don't know about "all cases" - thats awfully global.  Supposedly there is
a strong tendency towards obesity in families - its not entirely clear
whether its genetic or learned.  In the study with the mice whom "never feel
full" there was a discussion about how most obese people do not have a
sensitivity to the "off switch" hormone which signals fullness in normal
people.  It causes them to overeat.  They are testing a drug which increases
sensitivity to this hormone in mice.
