AIDS is such a damned difficult disease to catch. You really have to work at it in order to be infected. Research has shown that by changing a person's behavior and attitudes to safe sex, (using condoms and a spermatocide, maintaining a monogamous relationship, abstinence etc) is very effective in reducing or preventing the spread of HIV infection. Moreover they are very cost-effective. Yet efforts to fund programs designed to use behaviorally based solutions have been regularly stopped.
