Its almost the same with ferrets. One of ours, Augustus, was abused before he was abandoned at a pet store. It took a very long while until he was able to trust us. It finally took our getting a kit to help him learn to be a ferret.
What I do not understand about the California laws regarding "exotics" is the CA Dept. of Fish Game and Wildlife is their attitude regarding ferrets. They are considered to be wildlife.
