The top toolbar window?

If you're asking about the title bar at the top of the IE window you can set
your <title </title to any empty space or to a page title <title blah</title
but not matter what you'll still have the "Microsoft Internet Explorer" text
up there...

If the location (where you would type the URL) bar, you can call another
window using js window.open and set location=0 to shut off the location bar.
