DC is a "planned capital". There was a lot of debate after the founding of the US about which city should become the capital, and it was moved eight times in about 20 years. The concept behind it was that the capital should not be a part of any individual state, that way no state could declare that it was somehow more important than the other states. The location was picked as a compromise between the northern and southern states.
Currently, DC has 1 non-voting (?) elected official in the House of Representatives. They have no representation in the Senate. For presidential elections (since the 1960s), they are given electoral college votes as if they were a state.
