But that is just an agreement. If the US shuts down Arin, and Arin passes that on to Ripe and Apnic, they sure are not going to say "Let's shut down too". I think you need to explain the scenario a bit better. If Ripe and Apnic just freeze the current allocations, I don't see the problem.
