Michael and I very rarely lock threads. The threads that are locked are 
usually spam. That is done by simply saying, This thread shouldn't be 
posted on. If someone physically sends three copies of the message, then 
that is three copies of a message, and unless we're going to do a whole 
bunch of unnecessary processing by reading through the body of the email, 
seeing if it matches a previous message, and blocking it if it does, then 
we can't really help that. But if the mailserver has a hiccup and sends 
duplicates, we do block those. We sort it on the message ID, so if it's got 
the same ID, it gets blocked.

If a thread is locked, a message with that thread will not get sent to the 
list. It is blocked from posting.
