A thorough screening for mental health, and reject those who do not fit within certain criteria from running for office. That sounds very similar to what the Soviets did before the fall of the Soviet Union, and what the chinese are doing now - using psychiatry for political purposes. And what you suggest can be very easily manipulated to fulfill that desire. Given some of the republican literature I've received over the last while, I can see an effort to classify certain beliefs and attitudes as undesirable and must be supressed. Unfortunately those attitudes and beliefs are usually held by people who vote Democratic.
