So is a serial killer who preys on prostitutes a terrorist because the prostitute community is in fear due to his actions? It sounds like this person terrorized the DC area very much, but calling him a terrorist muddies the waters on what a terrorist is. Are gang members terrorists? I imagine there are areas in all large cities that feel a certain amount of fear on a daily basis because of gang activity. What happens to the "war on terrorism" when you all of a sudden define large groups of American citizens as terrorists? Not that they shouldn't all get shipped to bases in Cuba, but I think there should be a line between politically motivated criminal behavior and criminal behavior for nothing other than personal gain or because you are mentally off-kilter.
