So is a serial killer who preys on prostitutes a terrorist because the
prostitute community is in fear due to his actions?  It sounds like this
person terrorized the DC area very much, but calling him a terrorist muddies
the waters on what a terrorist is.  Are gang members terrorists?  I imagine
there are areas in all large cities that feel a certain amount of fear on a
daily basis because of gang activity.  What happens to the "war on
terrorism" when you all of a sudden define large groups of American citizens
as terrorists?  Not that they shouldn't all get shipped to bases in Cuba,
but I think there should be a line between politically motivated criminal
behavior and criminal behavior for nothing other than personal gain or
because you are mentally off-kilter.

I agree, the motive, while important should not be a required factor.
The question to ask, Were people in fear because of the actions of this
person or group?

In this case the answer is clearing yes. How this is not terrorism I
don't know.
