In that case, tho', I think that the article was talking about the party. The same line in America might read something like: "...the relationship has worsened significantly under a perception of anti-Canadism among some Republicans." I may be wrong of course, but I think that when capitilized "Liberal" refers to the party name, not the ideology. Not that I've honestly been paying much attention to Canadian politics since I've moved off the border.
