I think it is a great idea. But, (un)like most other taxes, there can be some simple rules to handle these cases.
5% of any income/property over $40 million. Deductions for "public works", up to half of tax debt (You can spend it, but if you don't we will) All money earmarked for social services (health, shelter, food, clothes) Of course, this is just pulled out of..well, thin air.
