Seems to me that requiring better gas mileage does a lot less in supporting 
terrorism than giving money to some regimes that do support terrorist 
groups. For instance a 5% increase in the CAFE standards (fleet average gas 
mileage) will save more than the equivalent of the oil in the Arctic 
National Wildlife Reserve every year. That's less money that goes to those 
regimes, and less damage done to the environment.
