Well, the law did not allow for such to happen, the law was clear on how
to handle recounts. Gore wanted recounts in a select few counties, which
the law did not allow for.

Then he wanted recounts to continue after the deadline, and he wanted
manual recounts, these are all thing that the law doesn't allow for.

I think there is a manual recount part, but it must be statewide.
