Your argument is that since there was discussion prior to the whole Al Qaeda mess, that there can't possibly be a connection. That is a logical fallacy.
1. Saddam used VX against the Iranians, the Kurds, and the Shiites in the south. 2. Saddam pays money to the families of suicide bombers in Israel. If it hadn't been for the first Gulf War, whose side effect was to get Iraq to sign away those weapons and to allow inspectors for confirmation, all of those chemical and gas weapons would still be there, and Saddam would be quite a bit further along in his nuclear program (perhaps possessing a bomb or two). It may not have been Clinton's original idea, but he made it American foreign policy. If Bush committed a federal offense, he should go to prison. Bush saw a way to move on Iraq under the guise of the war on terrorism. Iraq has not been exposed to have committed any terroristic acts, therefore the administration had to make a link from Iraq to a terrorist organization.
