If Cheney's departure benefits somehow increase then there is a crime. If
 they remain fixed and end at the 5 year mark, then that alone is not a
 conflict.

  Personally, I think his whole relationship with Halliburton should be made
 public. All the work and all the money.

  I have issues with appearances of impropriety.
