First of all for a small business chapter s is definitely the way to go.

The following is my take on your hosting idea, from a customers' point of 
view. I don't do setup fees, personally. They are a huge turn off when I am 
talking to an isp or a hosting company. For comparison, I am currently 
paying (no setup) $14.99 for CF, Perl, php, and unlimited databases (mySQL 
SQL2000 and postgre are available). The gotcha there is that tech support 
is a bit....dense at times and definitely does not have english as its 
first language. Your idea might appeal to someone who only needs the one 
database, I suppose. 24 hour tech support is good.

Now my take as a former tech support person. I would use great caution with 
the cellphone thing. It would probably be better, at that price, to have 
email support only. You can always email someone your cellphone number if 
you determine that it would be easier to walk them through something. That 
way you would leave yourself a *little* control over when you are working.
