Directly asked to my friend from Dublin (yes, we're insane and still up
chatting on MSN at 3:00 AM):

Me: "is broadband pretty available by you or at least unlimited dial-up
access?"

Friend: "unlimited dial up is available but there's only a few companies
who offer it. broadband is pretty widely available here now. and was cut
in half price wise a few months back. not sure outside of dublin how it
works."

Will see what else I can dig up though from peep's personal experiences.
