His mother may or not be a squib.  I think I remember from the first book
that Harry's mom was born into a non-magic family (the only one in the
family).  It went on about how proud the parents were, etc.  But as far as
Dudle is concerned - with both parents being non-magical, that to me would
mean that's he's not a squib, but a muggle.  Thoroughly non-magical on all
sides.
