You are correct, it doesn't prove they have weapons, but it does prove to me there was intent to create weapons. They also have concluded that they have found some mobile bio-weapons labs.
Again doesn't prove they have the weapons, but these are all things they were not allowed to have, things they were supposed to have destroyed and provided documentation of the destruction. These were purposely hidden from UN weapons inspectors, why?
