The law is designed to prevent Palestinians (who want their own state) from marrying Israelis (who have their own state) and becoming a member of the second state. This does not prevent such marriages but limits the ability of the non-Israeli partner from gaining Israeli citizenship. This is much better than the laws that totally prevent people from one nation/group from marrying people from another. Such laws exist in other countries that neighbor the state in question. (i.e. it is illegal for a Jew to marry an Arab in many (most?) Arab countries, something that doesn't garner the same ire as the new Israeli law)
