Yes, they are probably biased. Anyone in the medical field, be it
from the department of health or doing a study on cigarettes, probably
feels that since cigarette smoking is harmful to ones health, the ban
is a good idea.
I don't think a chamber of commerce person is necessary either. If a
business person says their business is suffering because of the ban,
then it probably is. If the ban was good for business, they wouldn't
complain about it.
