Well, because it's not therapy directed at a medical condition, or one that
can be put down as a medical condition. Most other therapy can be
"classified" as designed to treat borderline something or another, or to
prevent a full-blown psychological disorder. But, marriage counseling can't.
It's ironic, I know. But, that's how it was explained to me when my husband
and I decided to do some  pre-marriage counseling. Both my insurance and his
wouldn't cover it, though he found a therapist on his insurance coverage
that would "pretend" that it was just counseling for him. (Yah, unethical.
She was a crappy therapist, too. So, we didn't go many times.)
