Ah, so we are strictly talking legislators here? I guess you might be right
then, though I don't like the word consternation. I suspect a lot of them
are pretty angry. A lot of history focusses on the president, perhaps just
for the sake of simplicity. It is easier to watch what one man is doing

It was an example of a stalemated discussion. In the archives, but not
really important.

I am not sure why size is a factor... if history repeats itself imho it is
because there are certain traits like arrogance, compassion and hubris that
are common to many times and cultures.
