I really think this is worded really badly.
You should provide a list of requirements (preferably detailed).
You are asking somebody to quote to build a house without telling them how
many windows/doors/floors you will need.
Good luck on your quotes. I'm sure you will get some, but I wouldn't
suprised if you have to go back to people repeatedly to clarify specific
aspects. At which point you will expect them to stick to their original
quoted price, but expect them to do 4 times the amount they scoped for.

I am after a CF developer for a fixed price piece of work.
