Could you expand on that, Sandy?  I'm really interested in your viewpoint.  Is it just that it is so large with such a large user base that upgrades tend to lag a bit behind?

Thats one of the points in the article, the Federal Government is itself one
of the biggest hurdles to implementing accessibility.
