the really sad thing is that someone has sat down and said ok x pounds of
particulates equals so many case of emphysema (or leukemia, or asthma)
which however will only cause *this* many days off work, a loss of
productivity of Z percent, since we only employ y percent of the
population. And that loss of productivity is cheaper than a retrofit on the
smokestack.
