rice, which makes them soggy. If you use enough broth and pack them
correctly in the simmering pot (not too tight) and use raw rice (don't use
parboiled because it doesn't bind well) in the meat mixture, then they
should be nice and firm. You need to simmer over really low heat; I use a
heat diffuser with a slightly higher flame so the heat spreads to the sides
of the pot rather than concentrating in a small area in the center.
Another hint: take the time to trim the center stems about one inch into the
center of each grape leaf. If you don't, the springiness of the stem tends
to "unwind" the wrapped dolma, and that makes the filling loose which can
then seem "soggy."
Take with plenty of Ouzo! :)
