But what local government is run purely through representatives?
There are many jurisdictions where a referendum vote can override a legislative (or representative) vote. Where the vote of the people will superceded elected officials. (Oregon comes to mind). Also, in Ledyard, CT, every change in tax rate, sale of town assets, or change in zoning laws is handled by town vote. As is the budget. That sounds fairly democratic.
Not purely democratic, but close.

At the Federal Level, it is a republic. No question.
But many local governments (read town and some state issues) are handled as
a democracy would, though referendum.
So isn't it somewhat of a mix?

I think my faith in democracy has just been restored.
I have not talked about this here before as it seemed a foregone conclusion
and very far afield for most of you, but... we just had an election here in
Albuquerque.
Masquerading as "road improvements" was a measure on the ballot which would
have put a four-lane road through the middle of a national monument, which
is, incidentally, sacred to a dozen or so Native American groups, and
contains thousands of prehistoric rock paintings. The costs were also
rather high as the city declined to seek federal matching funds --- would
have required an environmental impact statement :P
And it was defeated at the polls. Wow :) Who'd have thunk it? Either people
have started thinking, or the ones who do came out to vote. Either way, I
am very glad to see it.
