the editorial process would be making sure rights to create, approve,
edit, etc. were defined correctly. It's up to the organization to
define who gets those rights, and what standards they want to put into
place, and how they're enforced.
I think you should impart your knowledge of how a search engine works,
so they could understand how to best use hyperlinks, but it goes back to
the organization's editors to ensure those best practices are correctly
implemented. If you don't make that separation obvious from the
beginning, you'll get scads of "Hey, quick question about..." calls that
will eventually have you running for the highest point in Wisconson to
jump off of.
