Managed generally means you can do basic partitioning and routing on
it through a console of some kind. Used for setting up stuff like
VLAN's, and any other admin functions like forwarding all traffic to a
single port so a sniffer will work.

If money is not a problem, I'd say call up Cisco and ask them this
same question directly. They will tell you what you need. Cisco
support is the best...as long as you get someone who can speak
english. :)

Been a while since I've worked in an office like you are, but about 4
years ago I bought 3 Linksys 24 port stackable Etherfast switches for
an office. They worked fine and were a very good price. They come with
lifetime warranties which is a nice touch.
