I don't know very much about Danish law.

But it is not really uncommon to allow people to make copies of anything they want for personal use. That happens all over Europe (and even in Canada).
What is illegal however is distributing and multiplying material that you do not have copyright over. In the case of internet that means that downloading is allowed but uploading is illegal and you will be prosecuted for it. But in the case of a university or a school that means that only the school or university has to make a deal with owners of copyright (scientific publishers for instance). Because the school/university is the distributor they need the deal, but the student is the recipient andis in the clear anyway. Libraries work in the same way.
