According to what is being broadcast at this moment on Fox News, An Employer can
advertise for a job opening at any wage he is willing to pay, and can accept
applications from anywhere, including aliens ("guest workers") Thus if the
employer offers $4.00/hr for a job that traditionally paid $12-15.00/Hr, and
only a foreigner is willing to accept it, then the employer will legally be able
to hire that person. If he advertises $10.00/hr for a hi-tech job that
traditionally pays 45-65K annual, then he can legally hire the foreigner, with
no penalty for leaving the US citizen unemployed. The foreigner will receive a
90-day work permit, renewable as long as they are employed.
In other words, the US worker will have to bid on available jobs and compete
with foreigners who will work for less. There will be no sanctions on employers
for paying sub-standard wages and as long as they are employed or have their
sights on a job, there will be no such thing as an illegal immigrant.
Further, according to the Bush statement; the "guest worker" will have taxes
deducted from his/her wages, BUT, it will not go to the benefit of the
government, he proposes it he held in a "savings account" that the "guest
worker" can withdraw after returning to their own country of origin.
This looks to me like the unemployed US worker, will be liable for the taxes to
support the "entitlements" such as health care, food stamps, etc. that are
furnished to the underpaid "guest worker."
