Not entirely random. Statistics has got a lot to do with it, and packages are already selected for customs inspection before the plane leaves the ground in the US. (Guess three times what J2EE Application Server is used by several European Customs Agencies ;-)

In the Netherlands the mail usually functions as a collection agency for Customs.
