Hm...you know, in nearly 10 years of doing web stuff I don't think I've ever
used those tags. Thanks for pointing them out.

Yeah, it's borderline. They function as redundant visual indicators to tell
a person what type of material the link is. The redundant part I think is
the out. But I've noticed that in a lot of advanced CSS design that images
are handled in similar non-accessible fashion.
