Not in a Free Market. In a free market there is only demand and people willing to fulfill that demand. If the person without the degree is able to fulfill the demand for cheaper than the person with the degree, then the market will choose the one without the degree.

That's because in a free market, contracting for the govt. is communist socialism. The govt. has no business dabbling in the free market because if there is actually a demand for these contractors, then the market would have provided employment for them. Under communist socialism, a degree or some form of paper is required for everything, including your right to make a living.

Providing education for people with tax dollars (state schools, federal loans) is also communist socialism. If the market demanded an educated society, then the market would provide an education for society.
