How about completing the sponsorship and all your paperwork before coming to Canada? This way your wife can start work from practically the first day. She can use proof of SIN card application along with the PR card to start immediately. In Ontario both of you will however have to wait 3 months for OHIP (medical insurance) to kick in.

We've been considering moving back to Canada, but that has been one drawback
to the issue, while I would have no problems, Wendy could not work for quite
a while.

It's a fairly typical rule. The US has similar laws as does the EU and
almost every other country.
