I appreciate all your input. Personally I feel it's more respectful to address a stranger with salutation, however, occasationally I may misplace John's hat on Jane's head :) but that's the risk I'll take (to mitigate that I asked the question here).
With regard to "To whom it may concern", I learned that from business correspondence course long long time ago, yes, in many situations, it fits perfectly, however, for sales pitch, hmm, I don't know ...
Most importantly, as Erika mentioned is the content, and of course that's a given.
