Theoretically because we are trying to win the peace and respect of the
Iraqi people. Because this is about our ideals of how a democracy should
operate. If we are going to succeed at that, we have to lead by example, not
lead by fear.

Of course, for all I know we aren't really there to bring peace and
democracy to Iraq.
