The Pinnacle Studio stuff is pretty good - www.pinnaclesys.com.
The software only solution (assumes you already have video capture hardware) run about $75. You can also get it with various levels/types of bundled hardware (a Firewored card for DV Camera owners, an analog input card for people that want to capture VHS, etc).
