localsystem is another creature entirely. It's NOT as powerful as the
'administrator' account. In the case of NT, localsystem was specifically
designed for running system tasks and daemons/services. Unlike the *nix root
account, localsystem does not have permission to everthing on the system.
(and doesn't have network access at all)
