I asked the folks in support, and that's what they told me. It's no longer available 
for download, so I can't view the license agreement to see what usage restrictions 
there were.

There is a link to the CFExpress download (though it now sends you to the d/l page for 
the current CF trial), and it basically says it's for learning, though I admit it 
doesn't cover usage limitations:

Macromedia ColdFusion Express is a feature-limited version of ColdFusion, designed for 
building basic applications. Use ColdFusion Express while you learn how to build 
dynamic applications, then upgrade to the full ColdFusion Server when you are ready to 
experience even more power and productivity.

Regardless, I don't know of any plans to release another Express version, but you 
never know.
