I asked the folks in support, and that's what they told me. It's no longer available for download, so I can't view the license agreement to see what usage restrictions there were.
There is a link to the CFExpress download (though it now sends you to the d/l page for the current CF trial), and it basically says it's for learning, though I admit it doesn't cover usage limitations: Macromedia ColdFusion Express is a feature-limited version of ColdFusion, designed for building basic applications.
