try to explicitly set user@localhost -> if the user is accessing the records on the same machine then mysql will recognize him as user@localhost; adding user@% can be a problem. Always try to explicitly declare the host of the user.
Also check your CFADMIN settings and see if you've got a limit on any SQL commands.
