I'm not sure if this is related or not. I have a RH 7.1 box running CF 5.0 as well as Plesk PSA. Recently I had the Plesk engineers doing some work on my server and they told me that they found my server was running out of semaphores so they increased it in the kernel to 1024. You might do some research as to semaphore settings in the kernel.
